This is Garfield Logan AKA Beast boy. After being threatened with a deadly disease he was given an experimental cure, which gave him the ability to shapeshift into any animal. At an unknown point between his adventures with the Teen Titans and now, he lost his tooth and Joined a a Japanese highschool. He's still a part of the Titans, and wears his old uniform in his spare time.
