She has lost all memory of her past, but has a wealth of knowledge about Revenant abilities and Vein very well. Her advice accurately guide the protagonist. As the game progresses, her objective to service the Protagonist never changes, but how she carries out her duties steadily shifts towards a more proactive direction as the story progresses: In the beginning, she could only offer companionship to the Protagonist, which quickly becomes a moot point as they are soon taken in by Louis' gang. Then Louis finds a Vestige Core belonging to one of her "sisters" and gives it to her, causing the girl to become contemplative and willing to behave out of her own volition, starting with joining the Protagonist in their battles.
