This is Jucika, a Hungarian cartoon character that existed from 1959 til the artist's tragic death in 1970. All of the original cartoons were burned by his widow as she despised the character, but several survived from the original cartoons and magazines she appeared in. Jucika herself frequently changes jobs, hobbies, locations, living conditions depending on what the jokes require at that moment. As for why she joined a Japanese highschool, I couldn't tell you.
