As a self proclaimed member of the FBI (Federal Breast Inspector), Arata Chieko ensures that the breasts of her fellow students meet her standards, that being any breasts bigger than hers (which is most). Other students obviously don't take kindly to this but they don't usually get to have their say in the matter.
